Independent proposal for public review. Evidence date: 4 November 2026. Pilot sizes, targets and institutional roles are proposed. Baselines, institutional acceptance, quotations, specialist review and funding require confirmation before implementation.

Resource activity creates capable domestic enterprises and responsibly managed landscapes.

Proposed pilot: Twenty eligible local suppliers and one willing mine/quarry rehabilitation demonstration, each with a distinct scope and budget.

Justifications

National assessments support stronger resource governance, diversification and audit capacity [S2, S3]. Supplier eligibility, procurement demand and rehabilitation liabilities require current specialist review.

2040 citizen vision

Resource activity creates capable domestic enterprises and responsibly managed landscapes.

Proposed pilot and beneficiaries

Twenty eligible local suppliers and one willing mine/quarry rehabilitation demonstration, each with a distinct scope and budget.

Rationale and evidence

National assessments support stronger resource governance, diversification and audit capacity [S2, S3]. Supplier eligibility, procurement demand and rehabilitation liabilities require current specialist review.

Delivery approach

  1. Map genuine buyer procurement needs; assess supplier quality, safety, delivery, governance and working-capital gaps.
  2. Support technical qualification against buyer requirements and record purchase orders, accepted deliveries and payment terms.
  3. Design a rehabilitation demonstration with site authority, baseline environmental measures, costed maintenance and independent verification.

First 90 days from authorised start

Days 1–30: obtain buyer and site participation and eligibility review. Days 31–60: supplier diagnostics and rehabilitation design. Days 61–90: begin approved qualification actions and authorised site work.

Months 4–12

Track repeat buyer orders, supplier margins and site performance through relevant seasons; publish aggregate results and independently verified environmental measures.

Proposed accountability and competencies

Proposed lead: ministry responsible for natural resources and relevant statutory bodies within their mandates. Partners: buyers, suppliers, environmental specialists and affected communities. Skills: procurement quality, safety, finance and rehabilitation engineering.

Resources, funding and recurrent costs

Cost supplier assessments, technical upgrading, buyer tests, site surveys and rehabilitation quantities. Commercial contracts fund supplier operations. Site operator obligations and any security arrangements require legal validation and clear funding.

Feasibility and expansion gate

Verify local-content eligibility, beneficial ownership, procurement integrity, permits and land/community rights. Rehabilitation spending follows a site-specific design and liability agreement.

Measurement and proposed pilot thresholds

Baseline status: pending local verification for every measure. Confirm definitions, sample, reporting owner and realistic thresholds before implementation. All percentage-point changes use the same defined cohort; relative reductions are calculated against the verified baseline.

Type / measure Definition Proposed target Data owner / cadence
Result · Repeat accepted supplier sales Value of second/subsequent buyer-accepted paid orders within cohort. Value target: set after procurement-demand baseline. Buyer/supplier finance lead; quarterly
Result · Rehabilitation specification achieved Area independently meeting approved site criteria ÷ treated area ×100. Target: engineer/ecologist-defined before works. Independent environmental reviewer; seasonal
Activity · Supplier corrective actions closed Buyer-verified actions completed ÷ actions due ×100. Proposed: 85%. Supplier development lead; monthly
Activity · Site monitoring completed Valid monitoring rounds completed ÷ rounds due ×100. Proposed: 100%. Site environmental lead; monthly

Complementary initiative

Forestry and Wood-Product Value: test traceable, compliant timber drying and fabrication through existing operators and confirmed buyers, comparing yield, energy, transport and waste costs before adding processing capacity.

Proposed 2030 milestone

By 2030, participating supply chains demonstrate repeat commercial value and sites have funded, verified environmental obligations.

Evidence confidence and required verification

Medium for direction; low for site-specific feasibility until legal, buyer and environmental review.
