Citizens can trace public decisions and assess whether spending delivers useful results.

Justifications

IMF priorities include accounts, audit capacity and procurement compliance [S2]. This proposal makes project scope, budget stage and verified outputs comparable.

Analysis

Independent proposal for public review. Evidence date: 4 November 2026. Pilot sizes, targets and institutional roles are proposed. Baselines, institutional acceptance, quotations, specialist review and funding require confirmation before implementation.

2040 citizen vision

Citizens can trace public decisions and assess whether spending delivers useful results.

Proposed pilot and beneficiaries

Twenty voluntarily participating public projects from at least four sectors, selected with the relevant institutions; begin with publishable records.

Rationale and evidence

IMF priorities include accounts, audit capacity and procurement compliance [S2]. This proposal makes project scope, budget stage and verified outputs comparable.

Delivery approach

  1. Create one project ID linking business case, procurement, original/revised budget, payments, milestones and delivery evidence.
  2. Publish only authorised information, with redaction, correction and source-date controls.
  3. Commission independent sample checks and publish management responses and overdue corrective actions.

First 90 days from authorised start

Days 1–30: obtain data-owner agreements and editorial criteria. Days 31–60: assemble and reconcile the first records. Days 61–90: publish authorised draft records after final editorial review and test correction requests.

Months 4–12

Update monthly, undertake quarterly sample reviews and report gaps as gaps. Seek official agency confirmation for any claimed government adoption.

Proposed accountability and competencies

Proposed institutional lead: a consenting public oversight/delivery body within its mandate. Platform editorial owner: Vishnu for independent publications. Partners: project agencies, finance specialists and qualified reviewers. Preserve institutional independence.

Resources, funding and recurrent costs

Quote analyst days, records validation, redaction, independent inspections and accessible publishing. Use the existing platform where suitable; Techlify quotes any technical work separately. Maintain annual editorial and verification capacity.

Feasibility and expansion gate

Verify disclosure authority, source integrity, personal-data protections and correction rights. Keep public allocations, releases, payments and completed outputs as distinct fields.

Measurement and proposed pilot thresholds

Baseline status: pending local verification for every measure. Confirm definitions, sample, reporting owner and realistic thresholds before implementation. All percentage-point changes use the same defined cohort; relative reductions are calculated against the verified baseline.

Type / measure Definition Proposed target Data owner / cadence
Result · Delivery claims independently supported Sampled material claims supported by evidence ÷ sampled claims ×100. Proposed: 95%. Independent reviewer; quarterly
Result · Overdue corrective actions closed Verified overdue actions closed during period ÷ overdue actions at period start ×100. Proposed: 50% within first two review cycles. Responsible agency/reviewer; quarterly
Activity · Records complete and current Records meeting the approved field/date standard ÷ pilot records ×100. Proposed: 90%. Project records editor; monthly
Activity · Public corrections resolved Valid correction requests answered within published window ÷ valid requests due ×100. Proposed: 90%. Editorial owner; monthly

Complementary initiative

Consultation and Policy Response Register: capture the issue, evidence, consultation participants, agency response and final decision for selected policies, including accessible participation channels and declared interests.

Proposed 2030 milestone

By 2030, participating programmes sustain traceable project records, independent review and documented responses to material findings.

Evidence confidence and required verification

Medium; data-owner consent, disclosure authority and agency acceptance pending.
