Independent proposal for public review. Evidence date: 4 November 2026. Pilot sizes, targets and institutional roles are proposed. Baselines, institutional acceptance, quotations, specialist review and funding require confirmation before implementation.
2040 citizen vision
Competitive local enterprises retain more visitor spending and earn repeat domestic and export business.
Proposed pilot and beneficiaries
Two existing visitor/enterprise clusters and 30 willing firms, selected through customer demand, accessibility and local supplier potential.
Rationale and evidence
Current assessments support economic diversification [S2, S3]. The new proposal tests visitor demand and enterprise margins using existing capacity before expanding facilities.
Delivery approach
- Interview buyers, tour operators and visitors; map total trip cost, service quality, local sourcing and seasonality.
- Improve booking, standards, pricing, management records and customer experience through independent provider selection.
- Link accommodation, food, guides, transport and creative suppliers into bookable offers with clear service and payment commitments.
First 90 days from authorised start
Days 1–30: select clusters, verify demand and map existing programmes. Days 31–60: agree customer offers and supplier upgrades. Days 61–90: sell and deliver the first tested packages and business orders.
Months 4–12
Measure local purchases, margins, repeat bookings and customer feedback through high and low seasons. Scale offers with viable operating economics.
Proposed accountability and competencies
Proposed lead: ministry responsible for tourism, industry and commerce with the tourism authority and selected enterprise partners. Partners: local operators and chambers. Skills: destination operations, customer research, standards and business finance.
Resources, funding and recurrent costs
Quote customer research, firm diagnostics, standards support, sales trials and independent evaluation. Firms fund normal working capital; any facility investment requires a separate demand and operating-cost case.
Feasibility and expansion gate
Verify land, environmental and cultural permissions, carrying capacity, transport access and service quality. Apply transparent provider selection and disclose conflicts.
Measurement and proposed pilot thresholds
Baseline status: pending local verification for every measure. Confirm definitions, sample, reporting owner and realistic thresholds before implementation. All percentage-point changes use the same defined cohort; relative reductions are calculated against the verified baseline.

Complementary initiative
Manufacturing and Industrial Service Readiness: assess existing premises for reliable power, water, waste, skills and logistics; test fabrication, food processing or repair services against real buyer orders before new industrial facilities.
Proposed 2030 milestone
By 2030, qualified clusters show repeat demand, profitable enterprise operations and independently checked local value retention.
Evidence confidence and required verification
Medium for diversification; local demand, carrying capacity and unit economics pending.
