Independent proposal for public review. Evidence date: 4 November 2026. Pilot sizes, targets and institutional roles are proposed. Baselines, institutional acceptance, quotations, specialist review and funding require confirmation before implementation.

Institutions resolve shared delivery problems so national investment produces dependable services.

Proposed pilot: A proposed cross-agency delivery forum tracking ten dependencies across the first-wave pilots; begin with a voluntary coordination arrangement if official adoption is pending.

Justifications

The earlier roadmap identifies cross-agency dependencies [R1, R2]. Current assessments emphasise effective investment and implementation capacity [S2, S3].

2040 citizen vision

Proposed pilot and beneficiaries

A proposed cross-agency delivery forum tracking ten dependencies across the first-wave pilots; begin with a voluntary coordination arrangement if official adoption is pending.

Rationale and evidence

The earlier roadmap identifies cross-agency dependencies [R1, R2]. Current assessments emphasise effective investment and implementation capacity [S2, S3].

Delivery approach

  1. Record dependencies with one accountable owner, a due date, evidence required and escalation route.
  2. Hold focused monthly reviews that resolve decisions affecting energy, water, skills, access and public-service delivery.
  3. Produce a quarterly portfolio view using the same project IDs as Governance, with capital and recurrent budgets counted once.

First 90 days from authorised start

Days 1–30: obtain participation and approve a coordination charter. Days 31–60: map the first ten dependencies and establish decision windows. Days 61–90: resolve initial bottlenecks and publish an authorised aggregate progress note.

Months 4–12

Review whether coordination improves service outcomes and decision speed; retain only useful routines and update responsibilities as institutions agree.

Proposed accountability and competencies

Proposed institutional sponsor: Office of the Prime Minister or the competent national coordination body, subject to agreement. Each sector retains delivery accountability. The independent platform can document public evidence while formal adoption is pending.

Resources, funding and recurrent costs

Cost a small secretariat, technical decision support and verification. Reuse the Governance project register. Recurring coordination work needs an accepted host and budget.

Feasibility and expansion gate

Authority and mandates must be agreed; the platform does not assign government responsibilities. Distinguish proposed coordination from an adopted government programme.

Measurement and proposed pilot thresholds

Baseline status: pending local verification for every measure. Confirm definitions, sample, reporting owner and realistic thresholds before implementation. All percentage-point changes use the same defined cohort; relative reductions are calculated against the verified baseline.

Type / measure Definition Proposed target Data owner / cadence
Result · Critical dependencies resolved on time Verified dependencies resolved by agreed due date ÷ critical dependencies due ×100. Proposed: 80%. Accepted secretariat; monthly
Result · Decision turnaround Median days from complete escalation to recorded authorised decision. Proposed: 25% reduction. Secretariat analyst; quarterly
Activity · Dependencies with accepted owner Open dependencies with owner acceptance and due date ÷ open dependencies ×100. Proposed: 100%. Secretariat; monthly
Activity · Review actions evidenced Actions closed with evidence ÷ actions reported closed ×100. Proposed: 100%. Independent sample reviewer; quarterly

Complementary initiative

Regional Connectivity for Essential Services: map one underserved corridor’s transport, communications, power and service access; compare maintenance, scheduling and limited upgrades before a major-build option.

Proposed 2030 milestone

By 2030, accepted coordination arrangements show faster decisions and verified improvements in linked citizen services.

Evidence confidence and required verification

Medium for coordination need; institutional mandate acceptance pending.
