Independent proposal for public review. Evidence date: 4 November 2026. Pilot sizes, targets and institutional roles are proposed. Baselines, institutional acceptance, quotations, specialist review and funding require confirmation before implementation.

Villages direct their own development and retain the benefits of reliable services and viable enterprise.

Proposed pilot: Invite three villages in different access conditions to choose their own priority enterprise and essential-service maintenance package through existing village processes.

Justifications

LCDS already provides a village-led planning framework [S5]. The proposal strengthens operations, enterprise accounts and service maintenance within community choices.

Analysis

Independent proposal for public review. Evidence date: 4 November 2026. Pilot sizes, targets and institutional roles are proposed. Baselines, institutional acceptance, quotations, specialist review and funding require confirmation before implementation.

2040 citizen vision

Villages direct their own development and retain the benefits of reliable services and viable enterprise.

Proposed pilot and beneficiaries

Invite three villages in different access conditions to choose their own priority enterprise and essential-service maintenance package through existing village processes.

Rationale and evidence

LCDS already provides a village-led planning framework [S5]. The proposal strengthens operations, enterprise accounts and service maintenance within community choices.

Delivery approach

  1. Support village-led consultation, accessible information, consent records and an agreed benefit-sharing process.
  2. Assess one locally selected enterprise, such as tourism, food processing or craft, against real customers and transport costs.
  3. Train and remunerate local operators for water, energy or connectivity maintenance; agree spare-parts access and service budgets.

First 90 days from authorised start

Days 1–30: invitation, community decision and map existing plans. Days 31–60: village-approved baseline, service audit and enterprise demand tests. Days 61–90: approve operator roles, procurement controls and a limited implementation plan.

Months 4–12

Operate the selected services and enterprises, publish community-approved accounts and review benefits with elders, women and youth. Keep sensitive cultural and land information under village control.

Proposed accountability and competencies

Proposed accountable owner: each participating Village Council. Enabling partners: ministry responsible for Indigenous affairs, relevant utilities and community-selected technical advisers. Required skills: facilitation, local-language support, bookkeeping and field maintenance.

Resources, funding and recurrent costs

Cost facilitated meetings, local operator remuneration, travel, essential spares, enterprise trials and independent financial review. Village-selected funding routes may include existing programmes, subject to village decisions and current eligibility. Recurring service costs need a village-approved financing plan.

Feasibility and expansion gate

Proceed through community authority and verified consent, land and cultural protections. Each village can revise or end its pilot. Confirm current LCDS rules and overlapping projects before proposing finance.

Measurement and proposed pilot thresholds

Baseline status: pending local verification for every measure. Confirm definitions, sample, reporting owner and realistic thresholds before implementation. All percentage-point changes use the same defined cohort; relative reductions are calculated against the verified baseline.

Type / measure Definition Proposed target Data owner / cadence
Result · Essential-service availability Functional service hours ÷ planned service hours ×100, by service. Proposed: improve by 10 percentage points where baseline permits. Village service operator; monthly
Result · Enterprise operating surplus Sales less operating costs, maintenance reserve and paid labour. Proposed: positive surplus across a full relevant season. Village bookkeeper; quarterly
Activity · Community review meetings completed Documented inclusive reviews held ÷ agreed reviews ×100. Proposed: 100%. Village Council; quarterly
Activity · Maintenance tasks completed Verified tasks completed ÷ tasks due ×100. Proposed: at least 90%. Local operator; monthly

Complementary initiative

Village Digital Stewardship: locally governed connectivity, basic digital skills and private assisted access to public services, with support contracts suited to remote travel and equipment replacement.

Proposed 2030 milestone

By 2030, participating villages have community-approved plans, functioning local operators and transparent enterprise and maintenance accounts.

Evidence confidence and required verification

Medium for planning approach; village selection, consent and operating economics pending.
