Analysis

2040 citizen vision

Workers gain valued skills, safer employment and higher sustainable earnings.

Proposed pilot and beneficiaries

One hundred paid apprentices across up to 20 willing employers; select occupations from documented vacancies and trainable skills gaps.

Rationale and evidence

Current education research supports work-based learning and employer/graduate tracking [S4]. The proposal adds employer commitments, productivity measurement and retention follow-up.

Delivery approach

  1. Obtain role descriptions, competency standards, supervisor capacity and paid placement commitments before recruitment.
  2. Combine assessed training with supervised workplace practice, safety induction and accessible participant support.
  3. Measure quality-adjusted output and retention; identify process improvements that help employers sustain wages.

First 90 days from authorised start

Days 1–30: demand survey and employer selection. Days 31–60: confirm providers, contracts, supervisors and support needs. Days 61–90: commence first placements after readiness checks.

Months 4–12

Assess competencies, record wages and trace employment at three and six months after completion. Publish cohort attrition and employer feedback.

Proposed accountability and competencies

Proposed lead: ministry responsible for labour with education/TVET authorities. Partners: employers, recognised providers and worker representatives. Skills: occupational training, assessment, employment administration and productivity coaching.

Resources, funding and recurrent costs

Quote paid placement months, trainer and assessor hours, protective equipment, transport/childcare support and follow-up. Agree the employer and programme wage contribution explicitly.

Feasibility and expansion gate

Confirm lawful employment terms, safety, learner protection and recognised assessment. Recruitment begins after real paid roles and supervisor capacity are documented.

Measurement and proposed pilot thresholds

Baseline status: pending local verification for every measure. Confirm definitions, sample, reporting owner and realistic thresholds before implementation. All percentage-point changes use the same defined cohort; relative reductions are calculated against the verified baseline.

Type / measure Definition Proposed target Data owner / cadence
Result · Sustained employment Graduates in paid work six months later ÷ all completers ×100; report untraceable participants. Proposed: 70%. Cohort tracer; six-month follow-up
Result · Quality-adjusted output per paid hour Accepted units or standardised service output ÷ paid hours, by comparable role. Proposed: 10% gain in participating operations. Employer operations lead; quarterly
Activity · Paid placements started Verified paid placements commenced ÷ agreed places ×100. Proposed: 90%. Programme coordinator; monthly
Activity · Competency assessments completed Due assessments completed by approved assessor ÷ assessments due ×100. Proposed: 95%. Training provider; monthly

Complementary initiative

Skills Recognition and Return-to-Work: recognise existing competencies and support women, experienced workers and eligible returning diaspora workers into verified roles, with skills gaps, care and transport barriers addressed.

Proposed 2030 milestone

By 2030, training expansion is linked to vacancy evidence, assessed capability, sustained employment and real earnings.

Evidence confidence and required verification

Medium; employer demand, wage contributions and retention baselines pending.
