Independent proposal for public review. Evidence date: 4 November 2026. Pilot sizes, targets and institutional roles are proposed. Baselines, institutional acceptance, quotations, specialist review and funding require confirmation before implementation.

Families occupy safe, serviced homes with reliable water and manageable household costs.

Proposed pilot: Two existing housing schemes and their connected water-service areas; prioritise occupied communities with verified service gaps.

Justifications

Budget 2026 contains substantial housing investment [S1]. This proposal tests service completion, occupancy and maintenance as the citizen outcomes.

Analysis

Independent proposal for public review. Evidence date: 4 November 2026. Pilot sizes, targets and institutional roles are proposed. Baselines, institutional acceptance, quotations, specialist review and funding require confirmation before implementation.

2040 citizen vision

Families occupy safe, serviced homes with reliable water and manageable household costs.

Proposed pilot and beneficiaries

Two existing housing schemes and their connected water-service areas; prioritise occupied communities with verified service gaps.

Rationale and evidence

Budget 2026 contains substantial housing investment [S1]. This proposal tests service completion, occupancy and maintenance as the citizen outcomes.

Delivery approach

  1. Map occupied plots, roads, drainage, water, sanitation and access to schools and transport.
  2. Agree a joint defect and completion schedule with housing, water, local and drainage authorities.
  3. Measure water continuity and quality through authorised operators; repair selected leaks and establish maintenance responsibility.

First 90 days from authorised start

Days 1–30: resident engagement, asset register and service baseline. Days 31–60: engineer the priority defects and sequence agencies. Days 61–90: complete approved minor repairs and publish a scheme service report.

Months 4–12

Track occupancy and service reliability, compare repair costs with benefits, and integrate a funded maintenance plan into each scheme.

Proposed accountability and competencies

Proposed leads: housing authority for scheme services and GWI for water operations, with written responsibility boundaries. Partners: local councils, residents and engineering teams.

Resources, funding and recurrent costs

Quote surveys, engineering, targeted repairs, testing and resident liaison. Major roads, drainage or treatment expansion require separate designs. Annual upkeep, water operations and asset replacement must have identified funding.

Feasibility and expansion gate

Confirm land/title status, network capacity, drainage effects, affordability and accessibility. Include scheme-wide infrastructure once in the relevant project record.

Measurement and proposed pilot thresholds

Baseline status: pending local verification for every measure. Confirm definitions, sample, reporting owner and realistic thresholds before implementation. All percentage-point changes use the same defined cohort; relative reductions are calculated against the verified baseline.

Type / measure Definition Proposed target Data owner / cadence
Result · Occupied homes meeting service standard Occupied homes with verified agreed services ÷ occupied homes assessed ×100. Proposed: +20 percentage points. Scheme service coordinator; quarterly
Result · Water service continuity Measured service hours per connected household per day; report distribution. Proposed: reduce service gap by 25%. GWI; monthly
Activity · Priority defects resolved Verified priority defects resolved ÷ agreed defects due ×100. Proposed: 90%. Joint engineering team; monthly
Activity · Water tests completed Valid scheduled tests completed ÷ tests due ×100; report compliance separately. Proposed: 100%. Authorised water-quality team; monthly

Complementary initiative

Affordable Rental and Infill Pilot: test rehabilitation of suitable existing properties and serviced infill against total household housing/transport burden, land status, flood risk and operating costs.

Proposed 2030 milestone

By 2030, participating schemes demonstrate sustained occupancy, service reliability and financed maintenance.

Evidence confidence and required verification

Medium for service focus; site engineering, affordability and occupancy baselines pending.
