Independent proposal for public review. Evidence date: 4 November 2026. Pilot sizes, targets and institutional roles are proposed. Baselines, institutional acceptance, quotations, specialist review and funding require confirmation before implementation.
2040 citizen vision
Every learner gains the literacy, numeracy and practical capabilities needed to keep learning and participate productively.
Proposed pilot and beneficiaries
Ten willing schools across coastal and hinterland settings; target learning gaps within agreed grades using existing school and ministry systems.
Rationale and evidence
World Bank reporting supports teacher feedback, retention and employer-aligned training [S4]. This proposal adds a tightly measured foundational-learning pilot; its effectiveness must be tested locally.
Delivery approach
- Use curriculum-aligned diagnostic assessments and attendance data to identify needs without publishing identifiable pupil records.
- Coach teachers in targeted small-group instruction; allocate protected practice time and accessible learning materials.
- Engage families and address transport, disability and language barriers through appropriate referral and support.
First 90 days from authorised start
Days 1–30: ministry/school agreement and assessment design. Days 31–60: baseline assessments, teacher coaching and family engagement. Days 61–90: start targeted teaching and monitor dosage and attendance.
Months 4–12
Reassess using comparable instruments and independent moderation; compare with a suitable comparison group where feasible. Integrate effective practices into school improvement plans.
Proposed accountability and competencies
Proposed lead: Ministry of Education with regional education teams. Partners: teacher-training institutions and participating schools. Skills: literacy, numeracy, special education, assessment and teacher coaching.
Resources, funding and recurrent costs
Cost assessment design, teacher release time, coaching visits, materials, travel and evaluation. Use existing classrooms; include recurrent coaching and replenishment in future school budgets.
Feasibility and expansion gate
Agree ethical data use, assessment validity and teacher workload. Expansion depends on measured learning gains and affordable cost per additional proficient learner.
Measurement and proposed pilot thresholds
Baseline status: pending local verification for every measure. Confirm definitions, sample, reporting owner and realistic thresholds before implementation. All percentage-point changes use the same defined cohort; relative reductions are calculated against the verified baseline.

Complementary initiative
Employer-Linked Technical Pathways: align training places and attachments with verified vacancies in maintenance, agriculture, digital services and hospitality; link to the Labour sector apprenticeship proposal to share cohorts and costs.
Proposed 2030 milestone
By 2030, participating schools show sustained learning improvement and the technical pathways publish completion, employment and earnings outcomes.
Evidence confidence and required verification
Medium; direction supported, school-level baseline and intervention effects pending.
